AML Regulation (AMLR)

What it is

The AML Regulation — Regulation (EU) 2024/1624 — is the directly applicable instrument at the heart of the 2024 EU AML Package. It replaces large parts of the previous directive-based regime with a single rulebook that applies the same way in every Member State, and starts being applied from July 2027.

Why it matters

• Single rulebook. Same definitions of obliged entities, same customer-due-diligence obligations, same beneficial- ownership transparency requirements across the EU — no more transposition variation.
• Expanded scope. Crypto-asset service providers, crowdfunding platforms, professional football clubs and certain luxury-goods dealers are explicitly inside the regime.
• Tighter beneficial-ownership thresholds and registers.
• EU-wide cash-payment limit of EUR 10,000 for professional transactions.

How it relates to AMLA and AMLD 6

The Package is a triangle: AMLR sets the rulebook, AMLA supervises high-risk obliged entities directly, and AMLD 6 harmonises the criminal-law definitions and sanctions.
