What it is

The Basel Committee on Banking Supervision (BCBS) is the primary global standard-setter for the prudential regulation of banks. Hosted by the Bank for International Settlements (BIS) in Basel, it brings together central banks and bank supervisors from major economies. Its outputs — the Basel I, II, III and IV capital frameworks, plus sound-practice papers on AML, ICT risk and operational resilience — shape the technical backbone that EU directives (CRD/CRR), the AML package and DORA codify into law.

Why it sits next to AML/CFT

Although the BCBS is best known for capital and liquidity rules, its 2014 paper "Sound management of risks related to money laundering and the financing of terrorism" is a reference point used by EU and national supervisors when assessing whether a bank's AML governance is adequate.
